From 2027 onwards, UK packaging EPR fees will be modulated to incentivise businesses to use materials with a lower environmental impact.

DEFRA has put together a shortlist of 13 types of packaging under consideration for modulated fees. This includes compostable and degradable plastics and high wet strength paper and card. The shortlist has been put together based on a review by the Waste Resource & Action Programme (WRAP) using the following three criteria:

  • Availability of collection infrastructure
  • Availability of reprocessing infrastructure
  • Availability of end markets

The Department for Environment, Food & Rural Affairs (DEFRA) launched a survey allowing to anonymously review and comment on the packaging under consideration for modulated fees. The survey will remain open until 1 December 2023. Click on the link below to take the survey and have your say on the proposed list of packaging that has been drawn up. There are 13 questions based on the different packaging types proposed for modulation.
